TRI-CITIES, Wash. - Some of the 26 men arrested in a child sex sting operation led by Washington State Patrol and Tri-Cities law enforcement have begun to make appearances in court.
These men were all caught traveling with the intention to sexually abuse a child. Many of the undercover officers involved in the sting posed as parents attempting to offer their children’s bodies to predators for money.
Court documents obtained by KAPP-KVEW staff reveal the identities and alleged intentions of those who were caught:
They range from 20 to 75 years old – many living with families and young children of their own.
One of the defendants is Pasco resident John Scheline, 40, former executive director and mentor at Ignite Youth Mentoring, a faith-based program for kids in Tri-Cities.
He placed a Craigslist ad soliciting sex to which a detective responded posing as a man offering Scheline sex with a 13-year-old boy.
Scheline stated he would place his tongue on the child’s anus and have sex with the man while the child was present and watching, court documents said.
He showed up to meet the undercover officer with condoms and lube on his person.
A statement from Ignite Youth Mentoring said, “While he had resigned as Executive Director effective March 6, 2017, Mr. Scheline had remained a Mentor with our program. He was immediately terminated from this role once we learned of his arrest.”
Another defendant is Pasco resident Douglas Arbogast, 70, who responded to a Craiglist ad posted by an undercover officer titled “Mommy likes to watch – young family fun.”
The officer posed as a mother offering sex from her 11-year-old daughter and 13-year-old son. Arbogast knew the ages of the fictional children and agreed to meet them for sex.
After the arrest, the defendant claimed that he only intended to have sex with the mother, but also stated “age is just a number,” court documents said.
A third defendant is Ryan Harris, 32, of Pendleton. He responded to an officer’s Craigslist ad titled “youg boi needs teacher.” His initial email contained a photo of his genitals and said he was a 32-year-old man who’d recently moved to the area.
He messaged the officer who was posing as a 13-year-old that he planned to have penile-to-anal intercourse with him while wearing a ring around his genitals. Harris promised the fictional boy that he would be "gentle."
After the arrest, he admitted he would have taken the 13-year-old boy home to have sex with him. He also admitted he was wearing the ring around his genitals.
A fourth defendant is Kennewick resident William Barrett, 47, who was arrested with a dildo, vibrator, condoms, lube, meth and meth pipe on his person.
He responded to a Craigslist ad to have sex with an 11-year-old girl and 13-year-old boy. He stated he was going to give meth to the young children and have sex with them.
All these men have been charged with attempted rape of a child.
The other suspects arrested in the operation are expected to appear in court on Thursday.
This is the eighth “Net Nanny” child sex sting operation conducted by WSP’s Missing and Exploited Children Task Force and the regional Internet Crimes Against Children Task Force since 2015.
