Pasco police arrest 2 for trafficking of 12-year-old
PASCO, Wash. — Pasco police arrested two people who allegedly negotiated to traffic a 12-year-old girl for sex.
The girl told police her 15-year-old male friend began talking to 23-year-old Jesus Serrano-Flores as they were leaving a quinceanera on Aug. 5, according to a probable cause affidavit.
She said her friend “insisted” on talking to Serrano-Flores, which made her uncomfortable because she did not know the man. Over the course of the conversation, Serrano-Flores asked how old the victim was, and her friend replied that she was 17.
They reportedly went to Serrano-Flores’ apartment in the 600 block of W. Lewis St. where the 15-year-old suspect told Serrano-Flores it would cost $100 to have sex with the girl, the affidavit says.
The girl said Serrano-Flores took her to his bed and began to grope her, then had unprotected sex with her with the 15-year-old suspect in the room. She said Serrano-Flores paid the 15-year-old, but she was not given any money.
The next day, police interviewed the 15-year-old, who said Serrano-Flores offered him $100 for sex with the girl, which he accepted but gave back a little while later.
Then on Sept. 4, police tracked down Serrano-Flores to his home and interviewed him.
Police said Serrano-Flores admitted to paying $100 for sex with the girl, saying he was told she was 20.
He was then shown a photo of her on social media and asked about her age once more. Police said he admitted she looked like a minor of about 17 years old, then changed his wording shortly after to say she looked older. He said he didn’t know it was illegal to pay for sex.
Serrano-Flores was booked into jail for commercial sex abuse of a minor. The 15-year-old suspect was taken to juvenile detention for promoting commercial sex abuse of a minor.
